Supporting Ontario Infrastructure Investments and Lands (SOiiL Inc.*) was created to encourage and facilitate the responsible and beneficial reuse of excess construction soils in Ontario. SOiiL is a not for profit organization and web site. It is intended to provide a secure forum for registered participants to share information to match those entities with excess "clean" soils with those requiring soil of similar quality and quantity in a timely fashion.

In addition to facilitating the responsible handling of excess soils it is also intended to support and encourage the use of government and industry Best Management Practices (BMP's) to be followed when handling excess soils. The use of approved BMP's represents an accepted approach to support regulatory compliance, provide due diligence to soil movement activities and reduce liability exposures.

SOiiL is also intended to be a web site that can be a valuable resource in providing information and news on soil related activities in Ontario. An information-sharing forum for soil will further facilitate the development of cost effective and responsible soil movement initiatives in a more timely fashion. This would include updates on soil regulatory developments, projects, new technical developments and soil handling approaches being utilized in other jurisdictions both nationally and internationally.

Of particular focus is the use of SOiiL as a resource for municipalities to better understand soil movement activities and options and adopt these approaches into local site alteration by-laws and practices for responsibly encouraging proper soil movement activities.
